waste facility in Hudspeth County, Texas.
s On September 21, 1987, NRC officla! John Greeves participated in a meeting in Mexico City with representatives of the State Department, Environmental Protection Agency, International Boundary and Water Commission, Texas LLW Authority, Texas Dept of Health, U of Texas, U.S.
Embassy and Mexican officials, we request the minutes, list of attendees and any other information regarding this meeting.
On September 28, 1987, the NRC Division of LLW Management and Decommluloning met with the Texas LLW Authority and other persons in Silver Springs. we request the minutes, !!st of attendees and any other information regarding this meeting. In addition, we request all correspondence between the Texas LLW Authority and the Commission in 1987 regarding proposed waste facilities in Hudspeth County.
These requests are made on behalf of El Paso County. It is our understanding that the NRC has ten business days upon receipt of this request to respond. Thank you for a prompt consideration of this matter.

The following is a summary translation of a news story that

appeared in Diario de Juarez on July 21, 1987:
TEXAS VIOLATES AGREEMENT ON NUCLEAR WASTE (No deposit of radioactive waste within 100 kilometers from the common border)
Violating the bilateral agreement of August 14, 1983 between Mexico and the United States, the legislators of the State of Texas approved the construction of a nuclear disposal site in an area only 18 kilometers from the border with Chihuahua.
The agreement establishes a limit of 100 kilometers from the common border; there can be not construction that endangers the ecology or atmosphere, above all, dealing with installations where there I
I is a danger of radioactive material.
The Agreement of Cooperation for the Protection of the Atmosphere on the Border was signed by the diplomatic authorities of Mexico and the United States, in the City of La Paz, Lower California, in August of 1983, however, this did not seem to be very important when the Texas Legislature favored such a decision.
While the Mexican government remains silent, the inhabitants of this rural area; both on the Mexican side in Chihuahua and on the Texas side, have begun to see the way to refute the approval of the actions of the Texas Legislature, since the installation of the so-called " nuclear cemetery" would cause enormous damage to the ecology and above all could contaminate the deposits of water that supply the people of El Paso and Juarez.
In the meantime, the mayor of Juarez, Jaime Bermudez Cuaron assured, "looking at the incongruous and inhumane position of the Texas Legislators who approved the construction of a nuclear waste dump only 30 miles from the city limits of El Paso and which undoubtedly would affect not only the neighboring city but directly, the municipality of Juarez, we ask the intervention of the Mexican government by means of the Foreign Relations Secretaries, Department of Urban Development and Ecology, Energy j

IT WOULD PRESENT VERY GRAVE DANGERS l
The waters of the Bravo River are in eminent danger of being contaminated with radioactivity and with it thousands of acres of I
l agricultural lands, both Mexican and American, if the legislators of Texas decide to construct a nuclear waste dump in Fort Handcock, a town that is only 18 kilometers from the Mexican town of Porvenir.
Various social and political groups of Texas, especially in El Paso, are opposed to locating a nuclear waste dump near the city that now has nearly half a million inhabitants.

1 The nuclear waste dump could contaminate the water of the Bravo River, with which thousands of acres of cultivated land are l
irrigated and also the water supply from which the drinting water l
is taken, according to the frightened inhabitants of El Paso.
According to the ones who oppose this, a nuclear waste dump carries more dangers than advantages for humans:
it is : stly, it will need to be watched and repaired for a period of 30: years, the concrete walls can beccme damaged by the acid rains, and radioactive particles could infiltrate the water supply of the surrounding towns.
BACKGROUND The worries of the the people of El Paso and the maycr of Juarez, have caused them to unite to protest-- it began when the federal government of the United States decreed that each state 3
would have to construct its own nuclear waste dump in order to depasit the radioactive wastes from its plants and industries.
Though several states can join to construct a common i=mp which they would share, the Texas Congress decided to have its own facility, choosing the site this year.
I Fort Handcock, a town in Hudspeth County, close to Mexican territory, was selected for this purpose.
The town hardly has 500 inhabitants and the County 2,700, who's situation was f avored by the decision of the Texas Congress.

Among these are the United States Army, Air Force, Navy, as well as private businesses.

The Municipal President noted that Cuidad Juarez and El Paso will join their forces to avoid the construction of such a facility, approved by the Texas Congress, be built only 15 miles trom the Mexican border.
It is possible that the first week of August the Municipal President, Jaime Bermudez Cuaron and the mayor of El Paso will meet to coordinate their forces of protest.

Dear Gary:
George Baumli of the International Boundary and Water Commission called yester-day to invite us to a meeting with the Secretary of Foreign Relations, the National Institute for Nuclear Energy, and the Secretag of Urban Development, Ecology and Ene gy of the Mexican government to review the proposed waste disposal site near Fort Hancock, Texas.
Attending from the United States will be this agency, the Office of International Programs of the Environmental Protection Agency, the State Department, the International Boundary and Water Commission, representatives of the U.S.
Embassy in Mexico City, and, possibly, the Texas Bureau of Radiation Control. The meeting will be held in Mexico City on September 21, 1987.
I think the Nuclear Regulatory Commission should be represented at the meeting.
