OHIO STAFFING AND STAFF QUALIFICATION PLAN The State of Ohio has submitted additionalinformation related to the number of program staff

needed, current staff level and qualifications, and plans for developing sufficient program staff to be able to implement the full scope of Agreement State responsibilities on the effective date of the Agreement. We requested additionalinformation on the program staffing and qualifications I

in our letter of June 18,1998. We further commented on training and qualification in our letter of July 29,1998.

Please evaluate the attached information submitted in response to our requests. OSP has l identified concerns associated with: 1) the under staffing of the Technical Services section given the broad scope of section responsibilities,2) the difficulty of qualifying staff hired between now and the signing of the Agreement,3) the underestimate of the amount of effort necessary to convert NRC general licenses to Ohio specific licenses, and 4) the vacancy of two supervisory positions, in conducting this evaluation, we request your comments on whether or not the proposed staffing plan, and the training and qualification plans for new employees, are feasible l approaches to providing an adequate program staff at the time of the Agreement signing, l currently projected for early spring. We request that this be completed as a priority task, so that i a timely response can be made to Ohio on their proposed resolution of this significant issue.

Comments are requested by August 19,1998.

Please note that the attached information is also contained in Ohio's formal request for an ,

Agreement dated July 31,1998, which will be distributed to NRC offices shortly. To facilitate the f review of the staffing issue, some details, such copies of all qualification joumal cards, are not attached. All information submitted will be inclut; led with the formal request.
