TECHNICAL ASSISTANCE REQUEST- FINANCIAL QUALIFICATIONS REVIEW OF ATOMIC VAPOR LASER ISOTOPE SEPARATION (AVLIS)
APPLICATION (DOCKET NO. 70-3089)
The Special Projects Branch, NMSS, requests technical assistance froin the Generic Issues and Environmental Projects Branch, NRR in reviewing the following project:
Proiect: Provide a draft Financial Qua!ifications Chapter for the AVLIS Standard Review Plan (SRP).
l Casework /RITS/ TAC No.: 07003089050S/212AB/L32087 Reauested Action: The United States Enrichment Corporation (USEC) is expected to submit a license application in the second quarter of FY 1999 to obtain NRC approval of a combined construction and operations license for the AVLIS uranium enrichment process. Prior to .
submitting the application, USEC will be requesting to meet with NRC staff to obtain guidance l regarding staff positions and their application as well as discussing the draft SRP that staff will l be utilizing in the licensing review. USEC would like to meet with the NRC reviewer in this area within the next several weeks to discuss issues regarding their application.
We request assistance to accomplish the following: 1) develop a draft SRP chapter for the l' financial qualification review and 2) periodically meet with the applicant to discuss issues / questions posed by the applicant with respect to financial qualifications and the SRP. It is expected that this effort will require approximately 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> to complete for an experienced financial qualifications reviewer.
