This is in response to your letter LA 87-63, with attachment, dated October.1, 1987 requesting a singular exemption for establishing hold-up quantities in your low enriched uranium conversion and pelleting lines with respect to the 1987 ending physical inventory.
We have reviewed your request to deviate from the commitments contained in Section 4.1.2, Mass Determination No. M-23, Page 4.16 of your currently approved Fundamental Nuclear Material Control Plan (FNMCP). We have determined that the need to limit the amount of unreprocessed (quarantined) low enriched uranium hold-up and the resultant need to estimate conversion and pelleting filter hold-up for the 1987 ending physical inventory is warranted due to IAEA physical inventory verification requirements.
l We have determined that granting your request will not adversely affect the comon defense and security nor the public health and safety and is otherwise in the public interest. Accordingly, we are adding a temporary license condition (TC.1) to Amendment SG-3 to your License No. SNM-1107, effective immediately, to read as follows (Note the TC-Series license conditions are reserved for temporary /short duration requirerrents):
TC.1 Notwithstanding the requirements of Section 4.1.2 - Mass Determination Number M of the licensee's currently approved FNMCP, the procedures outlined in the attachment to the letter LA 87-63 dated October 1,1987 may be followed for the 1987 Westinghouse Columbia Fuel Fabrication Facility ending physical inventory.

pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
