MINUTES OF JULY 30,1998 TELECONFERENCES WITH DOE /RU The following members of the TWRS Section, FCSP, were in attendance for the July 30,1998, teleconference with DOE /RU:

+ Nick Baker gave a brief summary of Dr. Trimble's visit with staff on July 20th at NRC Headquarters hnd the following trip on July 21-22, to the Savannah River Site where they toured the Defense Waste Processing Facility and observed GTS Duratek melter and cleanup operations at the M Tank Farm. On July 23-24, staff also accompanied Dr. Trimble to the l

West Valley Demonstration Project.

l Mr. Baker also provided information on the differences in the " licensing" program of the UK versus NRC's regulations and policies. Some of the differences mentioned were:

UK does not have resident inspectors, but they do have principal inspectors assigned to I ()

specific sites / facilities.

UK's authority goes beyond radiological and assumes jurisdiction over, what in the US, would be considered OSHA territory.

+ Doe is sending three people in September and may send another three people in March 1999 to watch the start up procedures of BNFL's expanded production line. NRC would like to make the March 1999 trip a combined US interagency trip and send three people also. It was agreed that this was a good idea and details would be worked out at a later time.

+ C. Gibbs stated that he would try to review and approve 10 of the transition issues that NRC has provided input on this week and forward them to NRC for review.

+ 'Ihis will be a Topical Meeting to discuss process, meeting protocols, preparation for future meetings, future schedules for meetings.

+ Walt Pasciak will coordinate teleconference anangements and advise Headquarters staff regarding the arrangements.

+ There was discussion that NRC, DOE, and BNFL often use the same terminology to mean different things. 'Ihis needs to it resolved in the future at a topical meeting and a listing of definitions may need to be prepared. This will be discussed again in more depth.

+ George Kalman brought up the sebject again regarding a combined DOE /NRC integrated safety evaluation report. Bob Pierson stated that since we were working under the present MOU, this was not a possibility and that maybe a transitional issue should be prepared addressing this topic.

+ Both George Kalman and Clark Gibbs felt that this was an important issue and that some other option needed to be found m expedite a remlution. George Kalman will be providing some options during the next conference call.
