Dear Mr. Beedle:

In my letter of June 25,1998, I stated that NRC staff was preparing guidance for use in audits of severe accident management (SAM) implementation, and that the Nuclear Energy Institute (NEI) can support this process by identifying utilities interested in participating in an audit. The set of candidate plants should comprise a sufficiently large fraction of the total plant population so an unbiased sample of each reactor design can be selected from this set.

To clarify the scope of the audits, I am forwarding herein the latest version of the audit guidance document for your information and use. The document incorporates insights from the SAM demonstration visits, staff positions contained in recent correspondence with NEl, and NRC region comments on an earlier version of the document. The document also clarifies the role of the audits in achieving closure. Although complete in this regard, we anticipate that the document will continue to evolve to reflect additional staff review comments and feedback from industry and the public. It is our intent that distribution of this information to industry will help communicate staff expectations regarding SAM, and facilitate identification of candidate plants for the audits.

I suggest that our staff meet to discuss the SAM audits and closure process further, after you have had an opportunity to review the audit guidance.
