. NRC ENGINEERING TEAM INSPECTION 50-352/98-05 AND 50-353/98-05
Dear Mr. Rainey:
This letter refers to the engineering team inspection conducted June 1-19,1998, at the
Limerick Generating Station which evaluated engineering and corrective action activities.
The enclosed report provides the results of this inspection; preliminary findings and
conclusions were presented to PECO managers led by Mr. J. VonSuskil on June 24,1998.
Generally, the team concluded that engineering activities were being performed in a very
good manner. The programs and procedures were sound, and the results were generally
accurate and effective. In particular, the root cause determination for the inadvertent
standby liquid control actuation was thorough, accurate, and insightful. Nonetheless, we
have observed some probimes with plant operations related to engineering performance.
.The team noted that operators have needed to respond to equipment problems that
resulted in operational challenges.
The NRC has determined that a violation of NRC requirements occurred regarding
ineffective corrective action. The violation is cited in the enclosed Notice of Violations,
and the circumstances surrounding it are described in detail in the subject inspection
report. You are required to respond to this letter, and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will use your
response, in part, to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements.
