ENCLOSURE 1 NOTICE OF VIOLATION l

Georgia Power Company Docket No. 50-424 Vogtle Unit 1 License No. NPF-68 During the Nuclear Regulatory Comission (NRC) inspection conducted on November 16-20, 1987, a violation of NRC requirements was identified. The violation involved failure to perform adequate surveys to evaluate airborne radioactivity hazards within areas of the plant. In accordance with the

" General ' Statement of Policy and Precedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 20.201(b) requires that each licensee make or cause to be made such surveys as may be necessary to demonstrate compliance with the regulations and which are reasonable under the circumstances to evaluate the extent of radiation hazards that may be present.

10 CFR 20.201(a) defines survey to mean an evaluation of the radiation hazards incident to the production, use, release, disposal, or presence of radioactive materials.

10 CFR 20.103(a)(3) requires that for purposes of determining compliance with the requirements of this section, the licensee shall use suitable measurements of concentrations of radioactive materials in air for detecting and evaluating airborne radioactivity in restricted areas.

Contrary to the above, the requirement to perform evaluations necessary to demonstrate compliance with 10 CFR 20.201(b) and 20.103(a)(3) was not met in that the licensee failed to verify correctly the volume of the geometry used to conduct surveys of airborne radioactivity within the plant which resulted in inaccurate gamma spectroscopy measurements.

This is a Severity Level V violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further 8712140383 871208 4 DR ADOCK 0500 L
