In Reference 1, the Nuclear Regulatory Commission (NRC) forwarded to the Nebraska Public Power District (District) an Request For Additional Information (RAI) concerning the District's submittal of the Individual Plant Examination for External Events (IPEEE) report for Cooper Nuclear Station (Reference 2). The IPEEE RAI (Reference 1) requested that a response be provided to the NRC within 60 days of the receipt of the letter. Given the receipt date of Reference 1, the District's response is due August 7,1998. The Dis'rict will not be able to meet the August 7,1998 deadline. As such, the District is requesting NRC approval of the new response date of January 28,1999. This new date is based on the following reasons.

The District's response to the majority of the questions (Questions A.1 through A.13)is dependent upon, in part, the completion of generic responses being developed by the Electric l

Power Research Institute (EPRI). These generic responses regard the implementation criteria and

assumptions employed for EPRI's FIVE methodology which was previously approved by the NRC and is r.ow subject to additional questions by the NRC reviewers.

NLS980128 August 7,1998 Page 2 of 2 CNS has ta' ken the approach, along with the nuclear industry, that EPRI will provide the generic responses to the NRC questions that have been characterized as being generic in nature (applicable to multiple facilities) and that member utilities will promulgate their responses within 60 days following NRC review and approval of the generic responses.

The District is anticipating that EPRI will subrait its responses to the NRC by October 1,1998 and that the NRC review and approval of the responses can be accomplished within the subsequent 60 days. Once NRC approval of the generic responses is received, the District expects that incorporation of the generic responses into the plant-specific response for CNS can be accomplished within 60 days. Given the time line described above, the District is expecting its response to be submitted no later than January 28,1999. The parts of the response that are CNS-specific will be developed concurrent with the EPRI responses so that a complete response may be submitted on the Docket once the NRC approves the EPRI submittal.
