NRC INSPECTION REPORT 70-7001/98011(DNMS) AND NOTICE OF VIOL.ATION

Dear Mr. Miller:

On July 20,1998, the NRC completed a routine resident inspection at your Paducah Gaseous Diffusion Plant. The enclosed report presents the results of the inspection. During the period covered by the inspection report, the corduct of activities at the Paducah Gaseous Diffusion Plant was generally adequate.

L Based upon the results of the inspection, the NRC has de* ermined that a violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violation are described in detailin the enclosed report. The violation is of concem because the violation indicates a deficiency in the engineering staff's implementation of the design control process for a specific safety system modification and l because, when combined other operations and work control performance weaknesses, the (violation contributed to an unplanned momentary challenge to the operability of a safety system.

l You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to

! determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice" a copy of this letter, its enclosures and your response will be placed in the NRC Public Document Room.
