MODIFICATION NO. 3 TO TASK ORDER NO. 4 ENTITLED " CRITICALITY SAFETY INSPECTION ASSISTANCE" UNDER CONTRACT NO. NRC-02-95-003

In accordance with Subsection G.4, Task Order Procedures, of the subject contract, this letter definitizes Modifciation No. 3 to Task Order No. 4 which increases the task order ceiling amount by $5,387.00 from $447,713.00 to $453,100.00. The efforts are to be performed in accordance with the contractor's proposal dated June 19,1998 and the enclosed revisions to the Statement of Work.

l The Task Order ceiling amount is $453,100.00, of which the sum of $419,908.00 represents the l

reimbursable costs and the sum of $33,192.00 represents the fixed fee.

A summary of obligations for the subject task order, from award date through the date of this action is given below:

FY95 Obligation Amount:

FY95 Obligation Amount:

$350,000.00 l

Cumulative Total of NRC Obligations: $447,713.00 This modification does not obligate any FY98 funds.

i The obligated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order. Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.

' MODIFICATION TO TASK ORDER 4 l

Objective The objective of this project is to (1) revise and develop documents (procedures) that will l

provide the basis for the evaluation of the nuclear criticality and safety programs at each J

category of fuel cycle licensee (2) provide on-site training and/or technical assistance to NRC personnel and (3) perform in-depth reviews / assessments of licensee criticality safety programs.

Work Required Under Task 2 - Developinent of inspection Procedures, the review of licensee's code validation, verification methods is accomplished. This modification is necessary in order for one contractor inspector to travel to the Siemens Power Corporation in Richland, Washington. The inspector sha!! assist NRC inspectors in the evaluation of the facility safeguards ADP systems.

The evaluation at Siemens of apparent vulnerabilities and controls associated with assuris.g the quality and integrity of the safety (criticality) and safeguards (i.e. MC&A) related information generated by automatic data processing (ADP). The purpose of this evaluation is to provide a i

systems approach to validate and verify the assurance of high integrity computer software utilized for safety and safeguards.

Meetings and Travel The travel to Siemens will be required in July of 1998 from a Sunday through Friday.

1 Deliverables A trip report shall be submitted to the NRC Team Lead inspector by the Wednesday of the week following the inspection. The report shallinclude a detailed scope of the evaluations, observations, and conclusions.
