Backaround The Human Factors Information System (HFIS) is an information management system that contains information on human performance issues in inspection, examination and licensee event reports. The system can generate a variety of standardized reports as well as accommodate ad hoc sorting of stored information.

The existing contractor has provided comprehensive systems integration services to HOHB and performed all phases of the development and implementation of a fully integrated HFIS for HOHB using client-server technology. The new Windows-based HFIS system provides concurrent access from multiple NRC office locations via the Agency Upgrade of Technology for Office Systems (AUTOS). The implemented system has inherent characteristics of client-

server computing such as, but not limited to, the following:

The server functions will be implemented on a single server with clients connected to the server via local area networks (LANs) and/or wide area networks (WANs).

A server handles multiple clients concurrently.

The entire enterprise network is perceived by each individual user as a single system.

e Networking hardware and software provides the interconnectivity to make the accessing of resources appear transparent without showing the complexity of different data formats and protocols.

l System infrastructure:

The contractor developed the Windows-based HFIS based on the client-server infrastructure that includes, but is not limited to the following:

Workstation: 486/20MHz or better workstation with a minimum of 16 MB of RAM and 200 MB hard disk.

I Server: IBM RS/6000 models 370/62MHz and 570/50MHz with 32MB/1GB system Task Order 5 Ortech 1

1 memory and 400MB/7.2 GB fixed disk storage raude to 36.2GB/58.6GB with external disk expansion unit.

RDBMS: Sybase SQL Sewer RDBMS.

e Graphical User Interface: Windows 3.1 Software Engineering: Microsoft Visual Basic 4 016 bit Data Communications: Novel Netware supporting multiple concurrent protocols, (TCP/IP, IPX/SPX), and Sybase (DLL, Netlib) ODBC 2 with 16 bit Sybase Open Client software over TCP/IP The contractor developed the HOHB application so that it has a look and feel consistent with the other IRM client / server applications, narnely, RPS and DETS.

The contractor developed HFIS in a manner such that it can be integrated with other client / server systems being developed by IRM, namely DETS and RPS.

The contractor developed HFIS is a manner such that additional code can be written so that the public can be granted read only access to all functions associated with the Inspection Report, Examination Report and LER data only.

The contractor developed reports.

The contractor converted data in the existing system and migrated the information to the newly developed system. This conversion also included the development of an archival database to hold the older records as the system grows.

The contractor developed and implemented security for HFIS. This includes several classes of users with varying rights. System security procedures represent a complete description of the system features implemented to protect the data from unauthorized access. This includes password protection and all processing for system administration that involves granting new users access rights and removing users from access who no longer require it. Where appropriate, access authority includes providing levels of access such as read-only access.

The contractor developed installation procedures fcr HFIS which include a complete set of instructions that a user can use to load and activate the system. The procedures form a complete step-by-step guide in straightforward terms of how to install the software. The procedure inc udes instructions for initial system access as well as updating in a controlled manner as new information is released.

Task Order 5 Ortech 2

I

Obiective The objective of this task order is to obtain assistance from Onech for the technical support of the Window-based, client server HFIS. This technical supportWIIinclude activities to ensure that Ortech understands the structure and logic of the HFIS s' ystem'sufficiently to perform system modification and maintenance tasks for the future. Activities willinclude familiarization with the working system including familiarization with the network infrastructure, review of system documentation, and meeting with the system designers to discuss how the system was designed and built.

Iechnical and other Soecial Qualifications Reauired This task order requires one technical support person who is proficier.t in Sybase client server applications to make a determination of the level of personnel needed to perform system maintenance in the future. The areas of proficiency must include but is not limited to the ability to modify existing tables and codes as well as to develop new areas.

It is the responsibility of the contractor to assign technical staff who have the required educational background, experience or combination thereof to meet both the technical and regulatory objectives of the work specified in this statement of work. The NRC will rely on representations made by the contractor conceming the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposals, including resumes, is accurate and truthful.

Deliverables At the end of the period of performance, Ortech will provide a short report describing the worker competencies required to modify and maintain the HFIS client-server application. Additionally, Ortech will provide a brief assessment of the adequacy of the available system documentation to support future modification and maintenance work. The report should specifically list any additional documentation that is needed to support modification or maintenance work in the i

future Period of Performance The period of performance for Task Order No. 5 shall commence on August i 1998 and expire on September 1,1998.
