MINUTES OF JULY 23,1998 TELECONFERENCES WITH DOE /RU The following members of the TWRS Section, FCSP, were in attendance for the July 23,1998, teleconference with DOE /RU:

+ DOE wanted te know what Technical Safety Requirements (TSRs) would be required if NRC were licensing 'lWRS. Robert Pierson gave an overview of how TSRs are applied with regards to reactors. He also advised that TWRS would have some TSRs, but not as many as the gaseous diffusion plants. He also indicated that NRC would not necessarily dictate what TSRs would be required, but rather the licensee would describe what they rely upon for safety, and a TSR would be based upon this.

+ DOE inquired whether Grey could release the draft Standard Review Plan for TWRS Facilities which was recentl y sent to DOE fror.: NRC, or certain pordans of the document, to their contractors. DOE indicated they were going to have their attorreys review the situatien.
Robert Pierson mentioned that DOE and NRC attorneys could certainly discuss this subject, but reminded Gem that it was a Commission level decision that it not be released beyond DOE employees, based on recommendations from NRC's Office of the General Counsel.

+ DOE's response to C. Paperiello's letter will cover external regulation in very general terms. I Some of the issues to be covered are the co-located worker and 5 rem vs 25 rem. l l
+ DOE also advised that the co-located worker policy paper was 85 percent completed. The l Defense Nuclear Facilities Safety Board has not been involved in reviewing the paper as.of I yet.
+ ' NRC indicated that it was not necessary to see a draft of Le response being prepared.
o Trnneition Plan
+- DOE will provide NRC the draft issues that they are comfortable with and will include portions of NRC input - either paraphrased or using quotes.
+ DOE estimates being able to complete the transition issues write-ups by the end of September 1998.

+ DOE has decided to put $ff drafting the MOU until the first quarter of Fiscal Year 1999.
They expect to have it finalized no later than December 1998. I I
+ DOE advised that' the BNFL contract is now available for NRC inspection.

+ Robert Pierson has signed the letter to DOE transmitting comments on BNFL's revised SRD .!
and ISMP and these will also be transmitted via e-mail this afternoon (July 23rd).
+ The dates of August 26-27 were agreed upon for NRC to visit DQi's Richland office to discuss NRC comments on BNFL's revised SRD and ISMP.
