I Gentlemen:
By letter dated April 27,1998, the NRC staff requested additional information related to reactor pressure vessel (RPV) integrity at Grand Gulf Nuclear Station (GGNS). Specifically the Staff requested that the RPV weld chemistry values that had been previously submitted l
as part of the GGNS licensing basis to be re-evaluated in light of new information presented l
in the BWR Vessel and Internals Project (BWRVIP) report " Update of Bounding Assessment of BWR/2-6 Reactor Pressure Vessel Integrity issues (BWRVIP-46)." The Staff requested that an assessment of this new information be done to determine whether any values of RPV weld chemistry needed to be revised for GGNS. The Staff also requested that if any of the questions included in the Request for Additional Information l
(RAI) did not apply to GGNS that a certification be provided that previously submitted l
evaluations remain valid. The attachment to this letter provides the GGNS response to this request. The rest i of our re-evaluation, which considered the new information from BWRVIP-46, co l,irms that there is no change to previously reported values for the limiting weld material for GGNS. Therefore, the P-T limit curves previously approved by the NRC in t
Amendment 132 of the GGNS Operating License, are still valid and in compliance with 10 CFR 50.55 Appendix G.

Assessment of Best-Estimate Chemistry Staff Request:
The staff recently received the BWRVIP " Update of Bounding Assessment of BWR/2-6 Reactor Pressure Vessel Integrity issues (BWRVIP-46)"
Based on this information, in accordance with the provisions of Generic Letter 92-01, Revision 1, Supplement 1, the NRC requests the following-

l An evaluation of the bounding assessment in the reference above and its applicability to I
the determination of the best-estimate chemistry for all of your beltline welds. Based upon this reevaluation, supply the information necessary to completely fill out the data 4
requested in Table 1 for each RPV beltline weld material. If the limiting material for your vessel's P-T limits evaluation is not a weld, include the information in Table 1 for the 1
limiting material also.
i GGNS Response:
j The BWRVIP-46 report indicates that a thorough search of the Chicago Bridge & Iron (GGNS RPV fabricator) quality assurance records has been completed by ATI Consulting and General Electric. Also, no additional data was found to change the limiting Ni and Cu values used in previous GGNS RPV integrity evaluations. Table 2-1 of l
BWRVIP-46 indicates that the GGNS Limiting Weld Cu Range is 0.06% and the Limiting j
Weld Ni Range is 1.08%. As indicated by these values, there is no change to previously l
reported values.

Table 1 of this response provides the specific information requested by the NRC for each heat of weld material contained in the GGNS RPV beltline region. Based on reviews performed by the BWRVIP and its contractors, the information is unchanged and weld
)
heat number 627260 is still the limiting material. The values listed in Table 1 are those used to develop the P-T Limit curves that were submitted to the NRC and approved via l
Amendment 132 to the GGNS Operating License.

P-T Limit Evaluation Staff Requests:
If the limiting material for your plant changes or if the adjusted reference temperature for the limiting materialincreases as a result of the above evaluations, provide the revised P.Tuoy value for the limiting material. In addition, if the adjusted RTuo7 value increased, l
provide a schedule for revising the P-T limits. The schedule should ensure that j
compliance with 10 CFR 50 Appendix G is maintained.
GGNS Response:
t As indicated in 1 above, the newly developed information contained in BWRVIP-46 does not change the chemistry values of weld materials used in the GGNS RPV beltline area.
Therefore, the P-T limit curves approved by the NRC with Amendment 132 to the GGNS Operating License are still valid and in compliance with 10 CFR 50.55 Appendix G. The values for the adjusted RTwor for each beltline weld material are contained in Table 1.
The values listed for weld material heat number 627260 are the same as the values used to develop the P-T limit curves for GGNS.
