PRELIMINARY NOTIFICATION - NOT FOR PUBLIC DISCLOSURE November 21,1975 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURR NCE
--PN-75-134 This preliminary notification constitutes EARLY notice of events of POSSIELE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by DIE staff as of 8:15 a.m. on the date of this notification.
IT SHOULD BE SPECIFICALLY NOTED THAT THIS NOTIFICATION MAY CONTAIN INFOPJiATION TRAT LATER MAY BE DETERMINED TO BE INACCURATE OR INCONSISTENT. AN OFFICE OF INSPECTION AND ENFORCEMENT NOTIFICAITON OF AN INCIDENT OR OCCURRENCE (BLUE SHEET) SUBSEOTJENTLY WILL BE ISSUED IF WARRANTED.

ILLEGAL IMPORTATION OF ShH on 11/20/75, at 4:10 p.m. Region I received information from William C
v, NRC Headquarters, that he had been informed by U. S. Customs, i...ladelphia International Airport, that two 100 millicuries Pu-238 sealed sources had been brought into the USA from Africa. No import license had been issued for this material.
N Region I contacted Agent William Stetenson, U. S. Customs, Philadelphia t
International Airport. He advised that the two Pu-238 sources were brought into the US on a Lufthansa Airlines flight by a passenger from Germany to Boston to Philadelphia.
An export license had been issued for this material by the Union of South Africa. Agent Stevenson stated the material (Pu-238, 100 millicuries) was to be delivered to Primose International, Rockwell, PA.
U. S. Customs have confiscated the material.
Region I is investigating and will be at the airport on 11/21/75 to work with V. S. Customs.
Media interest is not expected.
The State of Pennsylvania has been notified. A press release is not planned.
OIE received notification of this occurrence by telephone from Headquarters at 4:10 p.m. 11/20/75.
