The information presented is as initially received without verification or evaluation and is basically all that ic known by OIE staff as of 4:30 p.m. on the date of this notification.

Subj ect.. UNAUTHORIZED AIR SHIPMENT OF PLUTONIUM NEUTRON SOURCE On November 13, 1975, the licensee, Westinghouse, shipped a one curie plutonium-beryllium neutron source (encapsulated) by air to the Trojan Reactor of the Porciand General Electric Company. The source arrived at Portland, Oregon on November 16, and was delivered safely to the site on November 19.

The licensee indicated that an internal break-down in communications resulted in the shipment being contrary to

S.1716 signed by President Ford on August 9, 1975, which bans air shipments of plutonium. This law hed been brought to the attention of the licensee by order dated August 15, 1975, from the Director, Office of Nuclear Material Safety and Safeguards, NRC. The licensee is sending a written report of the occurrence to Region I.

Region I is reviewing this event and will take enforcement action as appro-priate.

Region V has been informed of the event.

Media interest is expected because of the ban on air shipments of plutonium.

The State of Oregon is already knowledgeable of the shipment. A press release is not planned.
