The information presented is as initially received without verification or evaluation and is basically all that is known by OIE staff as of 3:15 p.m. on the date of this notification. POSSIBILITY OF EMPLOYEE STRIKE ON NOVEMBER 30, 1975 Employee contracts at the' Apollo and Leechburg facilities expire at midnight, Sunday, November 30, 1975. Licensee management believes that there is a significant probability of an employee strike. The security guard force ,

is under separate contract and is not involved in this ac, tion. The licensee

has prepared a " Insufficient Manpower Plan" to ensure safe o;ierations in the ,g_

event of a strike. The plan covers health and safety, SNM control, and physical security. Should security. guards choose to honor picket lines, salaried personnel will be used. B&W has also made arrangements with ERDA's i Pittsburgh Naval Reactor Office to provide security personnel if needed.  ;

Media interest is expected because of continued interest in safety and safe-guards. The State of Pennsylvania has not been informed. A press rele.ase is not planned.

DIE received notification of this occurrence during a routine inspection by the Project Inspector during the period November 20-21.
