RECENT ACTION BY STATE OF OREGON REGULATORY ORGANIZATIONS Portland General Electric Company (Trojan Nuclear Power Plant)

On November 14, the Energy Facility Siting Council held a meeting at the Trojan Plant to review plant security.

Two NRC representatives attended the meeting. As a result of the review, the Council granted interim approval of the physical security plan - this approval expires gm on May 31, 1976.

The council is requiring that some 10 modifications or improvements to the plan be completed by May, 1976.

I This information was reported by a Region V inspector who attended the meeting.

Reed College (Triga Reactor Facility)

During a physical security inspection of the Reed College Reactor Facility on October 29, 1975, the Region V inspector observed that a door leading into the security area was unlocked and unattended.

The area enclosed a Triga Mark I, which was not in operation at the time. The following morning, October 30, the incident was discussed by the inspector with the College Vice President and the Reactor Facility Director.

They advised that immediate action would be taken to prevent a recurrence. Region V issued an enforcement letter on November 6, 1975, citing the li,censee for a violation of the Security Plan.

On Novepher 13, Region V was advised by the Reed College Reactor Directpr that the Oregon State Energy Facility Siting Council had requested him to provide it with a copy of the security plan and, further advised, that the Council planned to meet with the College management on

i Continued PN-75-127 Page 2 November 17, 1975 the reactor. Later on November 13, Region V was advised by a member of the Energy Facility Siting Council regarding the meeting. He requested information concerning details of the violation. He stated that the Council was very concerned about the breach of security and possible hazard to the public.

On November 17, a member of the Reed College staff reported by telephone that the Council informed the College that they would recommend the Department of Energy Staff investigate the security and safety practices at the reactor facility.
