VIRGINIA ELECTRIC AND POWER COMPANJ NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE PRIMARY TO SECONDARY LEAKAGE 4
Pursuant to 10 sCFR 50.90, the Virginia Electric and Power Company requests amendment's, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anne Power Station Units 1 and 2,
'respectively.
The change (Attachment 1) reduces the allowable primary to 3.-
secondary leakage when operating at greater than 50% power, revises the surveillance requirements to_ assure compliance with the revised limits, and adds information to the Basis regarding the accident analysis assumptions.
This change has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff.
It has been determined that the change does not involve an unreviewed safety question as defined >in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92.
Our basis for determining that no significant hazards consideration exists is contained in Attachment 2.
We have evaluated this request in accordance with the criteria of 10 CFR 170.
A voucher check in the amount of $150.00 is enclosed as an application fee.
