Ralph Architzel, NRR (301) 415-2804 PERFORMANCE PERIOD: July 30,1998 - October 2,1998 BACKGROUND On August 14,1996, a confirmatory order was issued requiring completion of an Independent Corrective Action Verification Program (ICAVP) before restart of any Millstone unit. The order directs the licensee to obtain the services of an organization, independent of the licensee and its design contractors, to conduct a multi-disciplinary review of Millstone Units 1, 2, and 3. The review is to provide independent verification that the licensee's Configuration Management Plan has identified and resolved existing problems, documented and used licensing and design bases, and established programs, processes and procedures for effective configuration management in the future.

The NRC's ICAVP oversight staff will perform a number of tasks to ensure that the licensee's configuration management corrective action programs, and the ICAVP, have been effectively implemented. These tasks include the (1) review and approval of the contractor, and individual contractor specialists, selected by the licensee to perfonn the ICAVP; (2) review and approval of the contractor's audit plan for performing the ICAVP; (3) independently assessing the licensee's implementation ofits configuration management corrective action programs; (4) assessing the performance of the ICAVP contractor's implementation of the ICAVP; (5) monitoring the contractor interactions with the licensee as specified in the approved communication protocol to ensure continued independence from the licensee; and (6) evaluating the adequacy of the licensee's corrective actions, and their implementation, including corrective actions developed in response to the ICAVP contractor's findings and recommendations, and the findings from the NRC's ICAVP oversight. Each of these tasks will require engineering support to varying degrees. New Task Orders will be prepared to support performance of each of the remaining tasks above individually or in groups in the future.

OBJECTIVE The objective of this Task Order is to obtain expert technical assistance from one instrumentation and controls (l&C) design engineer in the performance of inspections to provide oversight of the ICAVP contractors (Parsons Power Group Inc.) at Millstone Unit 2. The specialist should prirnarily have a design background, such as from an architect-engineer firm, l

but should also be familiar with installation and testing and site engineering organization. The specialist should be thoroughly familiar with NRC regulations and inspection methodology.

It shall be the responsibility of the contractor to assign technical staff, employees, and subcontractors, who have the required combination of educational background and experience to meet both the technical and regulatory objectives of the work specified in this Statement Of Work (SOW). The NRC will rely on representation made by the contractor concerning the qualifications of the personnel proposed for assignment to this task order including assurance that all information contained in the technical and cost proposals, including resumes and conflict l

WORK REQUIREMENTS AND SCHEDULE l

l The contractor shall provide the qualified specialist, and the necessary facilities, materials, and l

services to assist the NRC staff in preparing for, conducting, and documenting the inspection l

activities and findings. The Technical Monitor for this task is John Nakoski. The Technical Monitor may issue technical instructions from time to time during the duration of this task order.

l Technical instructions must be within the general statement of work stated in this task order and i

shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to the basic contract for j

further information and guidance on any technical directions issued under this task order.

Any modifications to the scope of work, cost or period of performance of this task order must be issued by the Contracting Officer and will be coordinated with the NRR Project Officer. Specific j

l At the completion of Task 5, the contractor shall deliver the final inspection report input (feeder report) to the NRC Project Officer (original and one copy) with one hard copy and one computer diskette version (Wordperfect 5.1/6.1 or other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC Team Leader. The format and scope of the final report inputs shall be as directed by the NRC Team Leader.

A specialist's feeder report will serve as documentation of the specialist's inspection activities, effort, and findings, and will be used by the NRC Team Leader for the preparation of the NRC's inspection report. The form and scope of the final report input shall be as directed by the NRC Team Leader. As a minimum, each specialist's report input shall include the following:

specialist during the inspection.

For each area inspected, a description of the activities and general findings and conclusions I

reached regarding the adequacy of the area.

For each area with a concern or findings, a discussion of the concerns or findings with technical bases.

i NOTE: The contractor is not required to undertake any further efforts toward report finalization.

l For example, management review of the feeder report beyond its submittal to the NRC Team Leader and Project Manager is not needed.
