CONCEPTS DEVELOPED BY THE INTEGRATED REVIEW OF ASSESSMENT PROCESS FOR COMMERCIAL NUCLEAR POWER Pl. ANTS The attached report describes the concepts for a new, integrated assessment process that has been developed by the integrated review of assessment process (IRAP) team effort. This report provides additional background information to supplement that contained in Commission paper SEGY-98-045, dated March 9,1998.

This report provides detail on the objectives, attributes, and success criteria developed by the team for a new assessment process. The report also provides detail on how licensee performance data could be assessed and how decisions would be made on those assessment results. The report further provides, as attachments, the results of staff activities to develop additional assessment tools, such as quantitative indicators and risk-informed assessment guidance, which may be used in either existing or future assessment processes.

This report is intended to provide sufficient detail and background information to solicit public and industry comment and feedback on the concepts developed for a new assessment process. The concepts developed by the team and presented in the report are intended to be a starting point for discussion and additional development activity, and do not represent a final agency position. Final process development will involve a review and evaluation of commerits received and presentation to the Commission for approval to implement.

Additionalinformation and details on the development of a new assessment process can also be found m the SECY-98-045 staff requirements memorandum (SRM), dated June 30,1998.

As described in SECY-98-045, the public comment period on the IRAP results will include public workshops in the vicinity of NRC regional and Headquarters offices.
