9 Please be advised that the City Counci1~of the City of Haverhill met in-special session on September 21, 1987 for the purpose of discussing a proposed emergency operation, center to be located in our city.

By vote of the Council, two Resolutions were adopted, copies whish are attached, which provide that:

The City Council does hereby record its opposition to the. proposed i Seabrook Station emergency action location within the boundaries-of the City of Haverhill, Massachusetts-and that the City of Haver--

hill also not be part of any emergency operational' center.

2.

The Seabrook Station be required to modify its designation to include the entire City of llaverhill for purposes of review, response, and.

approval for any evacuation plan.

It is requested that these documents be~made part'of the record and that ,l they be considered during any proceedings or action with reference to the requested licensing by Seabrook Station. i l

R E S O'L U T I O N WHEREAS- the City of Haverhill, Massachusetts falls within a 10 mile radius of Seabrook. Station, Seabrook, New Hampshire, and-WHEREAS a site in'Haverhill is proposed by Seabrook Station to.be the emergency action location for Seabrook' Station, and l~ WilEREAS any emergency action by Seabrook Station under this proposal would directly involve the public safety and'public health of the people of flaverhill, Massachusetts, and WHEREAS the Haverhill City Council has sought information from'all I concerned parties regarding this matter and furthermore at l a Special City Council Meeting has discussed ~the merits of this matter in detail, and WHEREAS Seabrook Station has' refused to acknowledge the need for a safe and an approved emergency evacuation plan'to. protect citizens within a 10 mile radius, and i

WilEREAS the Governor of the Commonwealth of Massachusetts and the Attorney General of the Commonwealth'of Massachusetts are opposed to eme rgency evacuation plans as proposed by Seabrook Station, and WHEREAS the Haverhill City Council is charged to protect the interests and the welfare of its citizens and property NOW THEREFORE BF IT RESOLVED that.the City Council of the~ City of Haverhill' go on record as being opposed to the proposed Seabrook Station emergency action location within the boundaries of.the City of Haverhill, Massachusetts and that the City of llaverhill also not be part of any. emergency operational. center.
