Dear Mr. Sumner:

By letters dated December 17,1996, and August 29 and October 6,1997, Southern Nuclear j Operating Company, Inc., submitted requests for relief for the second 10-year interval inservice j inspection for the Edwin 1. Hatch Nuclear Plant, Units 1 and 2. I The NRC staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has completed its review and evaluation of the informaiton provided in your submittals in support of relief requests .(RR) RR-2.1.3, Revision 1; RR-2.1.11; RR-2.1.12; RR-2.1.13; and RR-2.1.14. The staff finds the relief requests acceptable and has provided its evaluation and conclusions in the enclosed Safety Evaluation.

INEEL's Technical Letter Report is also enclosed.
