Dear Dr. Knapp:
In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 22 (July 28,1998) to USEC-02, Application for United States Nuclear Regulatory Commission Certification, Portsmouth Gaseous Diffusion Plant.
Revision 22 incorporates changes to the Safety Analysis Report (SAR), Quality Assurance Program Description, Fundamental Nuclear Materials Control Plan (FNMCP), Physical Protection Plan, Transportation Security Plan, Classified Matter Protection Plan, Depleted Uranium Management Plan, and Decommissioning Funding Program that were previously forwarded to the Nuclear Regulatory Commission (NRC) by Reference 1 as those dianges necessary to support the privatization of USEC through the Initial Public Offering (IPO) option. Revision 22 also incorporates minor changes to some of the sections listed above that were identified during the review and approval process, changes necessary to reflect the provisions of Reference 2, and other minor changes to SAR Section 6.1. All of the changes have been reviewed in accordance with 10 CFR 76.68 and have been detennined not to require prior NRC approval. Revision bars are provided in the right-hand Revision 22 is effective on July 28,1998.
4 Revision 22 of the FNMCP and Transportation Security Plan contain certain trade secrets ana enmercial and financial information exempt from public disclosure pursuant to Section 1314 of the Atomic Enagy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 22 changes to these plans are being submitted under separate cover (USEC Letter GDP 98-0153).
