OF AUDIT ON OCTOBER 5-9, 1987 - COMANCHE PEAK RESPONSE TEAM THIRD-PARTY REVIEW 0F TRAIN A AND B CONDUlT AND SUPPORTS On October 5-9, 1987, the NRC staff and'its consultants conducted an audit of the Comanche Peak Response Team (CPRT) third party review of the Train A and B*
conduit and support design at'the Comanche Peak Steam Electric Station.
The third party review was performed by TENERA, L.P. as a part of the Design Adequacy-Program under the charter of the CPRT Program Plan (Revision 4), dated June 18,:
1987. A list of those persons involved in the audit and attending the exit-meeting is included in the enclosure to this summary.
The purpose of the audit was to assess the overall. adequacy of the CPRT. third-party (TENERA) activities associated with their review of the CPSES Train A and B conduit and support design validation.. The Train A and B conduit support design validation is currently being performed by Ebasco Services I. incorporated as a part of the overall TU Electric Corrective Action Program for design.
The NRC staff audit included:
- 1) a. review of the scope of the overview activities completed by TENERA, 2) a review of the CPRT Design Adequacy Program report entitled " Discipline Specific Results Report: Civil / Structural - Train A & B Conduit Supports," DAP-RR-C/S-002, Revision 2, dated September 25, 1987 (hereafter referred to as the " Train A & B Conduit Support Results Report"), and 3)-a review of the supporting engineering evaluations and review checklists.
The following is a summary of the audit team's findings as discussed at the exit meeting.
1)
Scope of the CPRT Third-Party Review The audit team discussed with TENERA the extent'of the Train A and B conduit' support reviews completed by TENERA as described in the CPRT Program Plan Discipline Specific Action Plan (DSAP) VIII Section 4.1.2.
^1he CPRI third party scope also included seismically designed 'non-safety related (Train C) conduit larger than_2 inches in diameter for'which design-validation is. required.
All subsequent references to Train A and B conduit include Train C a's such.

During the course of the audit, the Laudit team noted.that.in some cases, the' latest revisions of Ebasco documents were not reviewed by TENERA.
In addition, l
TENERA's scope does not include a review of the program implementation.

1 sponsibility for third party review of the program. implementation will be;trans-I ferred from TENERA to the'TU Electric Technical Audit._ Program (TAP) organization after the results report is finalized.. The team raised a concern about the continuity of the third party review program.
The audit team identified a-number of areas that should be highlighted by TENERA for follow-up audit'by the TAP.
These areas include:
a) review of later revisions of procedures and criteria documents j
b) review of conduit systems that were design verified by procedures which will be revised, and c) review of ongoing activities which will not be included -in TENERA's scope of review (e.g., ANC0 dynamic ' test results and.their application to clamp qualification).
To assure continuity, the audit team recommended that a list of ongoing activities and program document revisions not included in TENERA's scope be prepared for-follow-up audit by the TAP.

Results Report Review i
The team found the Train A & B Results Report to be a well-written, well-organized,
.J clear, and concise document.
The' report, including its-references and attachments,
- l was helpful to the team in identifying.the source of the issues and the project documents which contain the resolution of the, issues.
The basis for TENERA's.
findings is described in the engineering evaluations and review checklists.

Review of Engineering Evaluations and Review Checklists j

There are a total of 55 review checklists and 16 engineering evaluations which J
document TENERA's efforts in their review of the Train A and B conduit support-I program.
The audit team selected and reviewed seven engineering evaluations that summarized TENERA's evaluation of the five main activities in the-Ebasco j
program.
The activities included:'1) as-built drawing package preparation, i
- 2) support capacity validation, 3) junction' box capacity validation, 4) span allowable studies, and 5) isometric validation.
In addition, the audit team
.i reviewed two review checklists which evaluated the two major Ebasco design i
criteria documents for Unit 1 (SAG.CP10) and Unit ~ 2 (SAG.CP2).
I The audit team's review of the TENERA engineering evaluations and review check-lists resulted in several technical discussions with TENERA during the audit-to clarify questions and resolve specific technical concerns.10verall, the -
audit team's questions and concerns were adequately addressed.
In addition, 1
through these discussions, the team gained confidence'in the' depth and compre-pensiveness of the TENERA review and their technical-understanding of the issues.

However, the team identified two unresolved concerns which'will require'further' review.
One unresolved concern is related to the treatment of oversized bolt 1
l holes (and other variations from the AISCLCode requirements).
TENERA has not j
yet' fully closed this issue and the team will continue'to follow its resolution.
