NRC INSPECTION REPORT NO. 50-443/98-04

Dear Mr. Feigenbaum:

On July 4,1998, the NRC completed an inspection at Seabrook Station. The enclosed

report presents the results of that inspection.

The plant was operated safely during the period. Operators performed routine plant

activities, including the plant shutdown and cooldown well The maintenance and

engineering staff provided good operational plant support. The forced outage was

controlled well, and the activities to restore the control building air conditioning system

were extensive.

As a result of this inspection, the NRC identified one violation involving your corrective

action program. Specifically, your staff did not promptly confirm the operability of steam

pressure protection channels after problems were noted with multiple channels on the

opposite train. The violation is cited in the enclosed Notice of Violation, and the

circumstances surrounding the violation is described in detail in the enclosed report.

Please note that you are required to respond to this letter and should follow the

instructions specified in the enclosed Notice when preparing your response.

The responses directed by this letter and the enclosed Notice are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub. L. No.96-511. In accordance with 10 CFR 2.790

of the NRC " Rules of Practice," a copy of this letter and its enclosures will be placed in the

NRC Public Document Room.
