SUBJECT: BYRON INSPECTION REPORT 50-454/98014(DRP); 50-455/98014(DRP)

AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

'

On July 13,1998, the NRC completed an inspection at the Byron 1 and 2 reactor facilities. The

enclosed report presents the results of that inspection.

During this inspection period, control room operations were performed in a professional manner.

Specifically, operators maintained the control room decorum by effectively controlling the activity

level and the number of personnelin each unit's operating area. Operators also responded

appropriately to alarms by announcing the alarm and reviewing the annunciator response

. procedure if the alarm was unexpected. In addition, operators closely monitored main control

room panels and were knowledgeable of plant conditions.

. We are concemed about a violation of NRC requirements that was identified during this ~

inspection period. The violation involves the failure to have design features to prevent

inadvertent draining of the spent fuel pool below 423 feet 2 inches as required by Technical

Specifications. This violation is cited in the enclosed Notice of Violation (Notice), and the

circumstances surrounding the violation are described in detail in the enclosed report. Please

note that you are requiied to respond to this letter and should follow the instructions specified in

the enclosed Notice when preparing your response. The NRC will use your response. in part, to

determine whether further enforcement action is necessary to ensure compliance with regulatory

requirements.
