Dear Senator Chiles:

Your constituent, Deborah'Schechner of Clearwater, has written to you with regard to a " plan to shrink, evacuation zone to.one mile-from ten," and you have asked the.NRC for its comments.

The NRC in March proposed'a' change in its emergency planning rules to provide criteria for. evaluating I

a utility emergency plan in situations in'which states'and.

localities have declined to participate in' emergency planning.

That proposal did not involve the size of the emergency planning At. roughly the same. time, an NRC Atomic Safety and zone.

Licensing Board was considering a request from aLutility to shrink its emergency planning zone-from ten miles to one.

It rejected the proposal.

l At least one nationally syndicated columnist apparently confused I

the utility's proposal to shrink its emergency planning zone with the NRC's proposed emergency planning rules and. published a column which stated that the NRC was planning to change its rules to shrink emergency.planningLrules generically and-urged that readers write in opposition to.this purported. plan. -The result has been that many citizens have written'to the NRC, some of them attaching the column in question, to criticize'an NRC-proposal which does not exist and never did.
