Peckham (NPPD) dated July 16,1998, " Proposed Change to CNS Technical Specifications, Implementation of BWR thermal Hydraulic Stability Solution, Cooper Nuclear Station, NRC Docket 50-298, DPR-46" By letter dated February 10,1997 (Reference 1), the Nebraska Public Power District (District) proposed a change to the Cooper Nuclear Station (CNS) Technical Specifications to implement the BWR thennal hydraulic stability solution. The Nuclear Regulatory Commission's (NRC)

Project Manager for CNS, Mr. J. Randall Hall, has requested that the methodology that is referenced in the Technical Specification Bases in the proposed Technical Specification of Reference 1, will also be included in Section 6.5.1 of the Technical Specifications and these changes were transmitted by Reference 2.

After reviewing the changes in Reference 2, Mr. Hall has requested that the dates of the BWR Owners' Group Topical Report and its Supplement and the NRC approval document be included in the references.

. The District agrees with this request and the replacement page required for this revision is o

provided in Attachment 1. Since this is an administrative change only, the supporting Y

information provided in Reference 1, including the Significant Hazards Determination, is unchanged.
