Dear Odell Family:

Your letter of July 7, 1987 to President Reagan has been referred to the Nuclear Regulatory Commission for reply.

In it, you express your strong opposition to the NRC's proposed rule change on emergency planning, in particular, what you term "the NRC's call for site specific Emergency Planning Zones."

You call for the expansion of minimum EPZs to 20 miles (greater if called for by site specific data) and for local and state approval to be a mandatory part of the licensing process.

Your letter has been placed in the rulemaking docket of the proposed emergency planning rule and will be considered by the Commission as it reaches a decision on further action.

As a point or clarification, we would note that the Commission's proposed rule does not propose any alteration in the minimum size of the emergency planning zone, nor has the NRC at any time proposed shrinking the emergency planning zone.

One New England utility did propose to the NRC that it be allowed to shrink the EPZ from ten miles to one mile, but that utility plan was turned down by an NRC Atomic Safety and Licensing Board.

A' copy of the NRC's notice of proposed rulemaking is attached for your information.
