Peach Bottom Nuclear Operations Monitoring Team

Dear Mr. Russell:

In the NRC Order, dated March 31, 1987, suspending power operation of Peach Bottom Atomic Power Station Units 2 and 3,Section V, Paragraph B, required that the Licensee provide to the Administrator of Region 1, within seven days of the j

Order, a description of the actions the Licensee planned to take to provide assurance that the facility will comply with all the requirements including station procedures, while in a cold condition.

l In the letter from J. S. Kemper to Dr. T. E. Murley, dated April 6, 1987 PECo responded to, among other things,Section V, Paragraph B, of the subject Order.

In Paragraph 1 of that response, PECo committed to establishing 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> coverage of control room operations by at least one independent, nuclear experienced i

engineer or physicist per shift who would observe the activities of the licensed opera'cors and report directly to the Superintendent, Nuclear Operations Quality Assurance Division, at Corporate Headquarters. This Team of control room observers became nnown as the Nuclear Operations Monitoring Team (NOMT). The Team has provided continuous monitoring of PBAPS control room activities since April 10, 1987.

This letter is to advise you that PECo plans to terminate the Nuclear Operations Monitoring Team activities at the end of the day shift on December 21, 1987. We are terminating the Monitoring Team at this time because it has now completely served its intended purpose and has become redundant due to the implementation of other shift staffing changes described below.

g 2-The Shift Managers have been in place since October 26, 1987. These individuals are degreed engineers With a Senior Reactor Operator license and have completed Management for Excellence training in personal insight, communications, L

. interpersonal relations, group processes, management techniques, and team l

building, additionally, the Licensed Operators and Shift Technical Advisors on shift hav'e' completed extensive training in personal insight, communications, interpersonal relations, group processes, self-management strategies, problem-solving, decision-making techniques, and conflict resolution strategies.

By December 21, 1987, the Shift Managers will have been on duty for six (6) weeks affording management the opportunity to review the performance of each Shift Manager on each shift. By this time, each Shift Manager and his team will also have completed intensive team training at the Limerick simulator under close management scrutiny.

PECo has confidence that the PBAPS shift organization, now in place, will perform in a reliable, professional manner and they will assure that the facility.

Monitoring Program which will provide independent overview of a wide spectrum of plant operation activities on all shifts. This monitoring program will be implemented by a team of experienced individuals who will report to the QC Supervisor at PBAPS.

The scope of plant activities to be monitored by-the Shift Inspector will include licensed and non-licensed operator activities. Each Shift Operations Inspector will typically begin.the' shift in the Control Room by attending-the shift turnover meeting. This will provide him with information regarding the operating status of the plant and proposed activities for that shift.

It is expected that the Shift Inspector will spend.a minimum of one hour performing selected monitoring activities in the Control Room on each shift. He will also spend'a portion of each shift on a pre-established tour of the plant observing operating activities. The remainder of the shift will be spent performing monitoring activities at the discretion of the Inspector based on plant conditions.
