Response to Combined Inspection Report Nos. 50-277/87-16; 50-278/87-16 I

Dear Mr. Johnston:

Your letter of August 6,1987 transmitted the subject inspection Report concerning the special safety inspection conducted June 16-19, 1987.

In our response dated September 3,1987, we made the ccnmitment to implement a procedure for controlling additions or changes in the configurations of masonry walls by November 1, 1987.

The purpose of this letter is to inform you that this conmitment was not met.

We apologize for not providing a more timely notification that our stated conmitment would not be met. The need to establish prococural i

control in order to provide confirmation that all' safety related walls were listed was the subject of the inspection violation and required inmediate resolution. Once this effort was adequately addressed, the l

preparation and implementation of a procedure for controlling additions or changes to masonry walls could be undertaken.

In the Interim, control measures are in effect~In the form of a memorandun dated May 28, 1987 to engineering, design, construction and maintenance personnel which requires that attachments to safety related walls be analyzed and approved by the Civil Engineering Section.

-A followup memorandun dated October 14, 1987 re-emphasized the Interim guldance and the need to obtain the approval of Engineering prior to adding, rx)difying or attaching to a masonry wall.

We will be preparing an engineering specification which provides the criteria that must be followed when Installing, renoving, nodifying or attaching equipment directly on, or in proximity to, masonry walls.

Procedural control will be established by incorporating the design criteria specification by reference in existing engineering and plant design control procedures.

The design criteria specification will be completed and issued by December 31, 1987. The existing interim controls will' remain in effect untti the specification is placed in effect.

The delay in informing you of this failure to meet our conmitment was discussed with Mr. Anthony Varela, USNRC Region I, on November 30, 1987. He concurred with our request for an extension to this conmittment.
