SUBJECT:

COMNJD-98-004 - CLEARANCE RULE - SECY-98-028 1 have reviewed your memorandum on the need to establish clearance levels for solid radioactive material waste streams and agree as I stated in my vote on SECY-98-028 that this effort should commence in FY 99 even though resources are currently constrained. I also agree that the current disparity between the NMSS and NRR approach to the clearance or release of materials and equipment must be fully resolved during the rulemaking process.110 wever, I believe that implementation of the staff requirements memorandum dated June 30,1998 is adequate to effect this change and that no further direction to the staffis warranted at this time.
