SUBJECT:

NRC COMMENTS ON DRAFT ENVIRONMENTAL IMPACT STATEMENT ON IMPROVED HIGHWAY ACCESS TO THE ENVIRONMENTAL MANAGEMENT DISTRICT OF WESTERN JOHNSTON AND CRANSTON, PROVIDENCE COUNTY, RHODE ISLAND

Dear Mr. Parker:

~ The U.S. Nuclear Regulatory Commission (NRC) staff has received a copy of your draft environmentalimpact statement, subject as above. We have performed a cursory review of the document and conclude that the proposed improvements in highway access to the Environmental Management District are not located in close proximity to the nearest nuclear reactor licensed by the NRC at the Rhode Island Atomic Energy Commission in Narragansett, Rhode Island. Further, the staff does not anticipate any impact on byproduct material licensees or on activities regulated by the NRC.

Because we have not identified any significant environmental impacts on facilities or activities regulated by the NRC, we have no further comment on the proposed action at this time. Thank you for the opportur, ity to comment on your document.

Sincerely, Frank Akstulewicz for/

Thomas H. Essig, Acting Chief Generic issues and Environmental Projects Branch Division of Reactor Program Management Office of Nuclear Reactor Regulation
