SUMMARY

FOR THE 1998 DECOMMISSIONING POWER REACTOR COUNTERPARTS MEETING On March 31 and April 1,1998, the NRC staff held the 1998 Decommissioning Power Reactor Counterparts meeting at NRC Region IV, Arlington, TX. Participants included representatives from all four NRC regions and the Offices of Nuclear Reactor Regulation and Nuclear Material Safety and Safeguards. Attachment 1 provides the counterparts agenda and Attachment 2 details a list of attendees.

By NRC invitation, representatives from the Nuclear Energy Institute (NEI) and the Department of Energy (DOE) made presentations at the counterparts meeting. Alan Nelson, Senior Project Manager, NEl; Ralph Andersen, Senior Project Manager, NEl; and, Michael Meisner, President, Maine Yankee, combined to make a presentation entitled " Current industry Issues in Decommissioning." Steven Bossart, Project Manager, Deactivation and Decommissioning Focal Area, Federal Energy and Technology Center, DOE, made a presentation describing DOE /FETC research and development tasks in radiological deactivation and decommissioning technologies. The NEl and DOE presentations were open for public observation and the overhead slides used during these presentations are provided in Attachment 3 and 4, respectively.

= Dry Storage is Emerging as an Issue that Will Impact Plant Operations and Decommissioning.

. By the year 2000 more than 25 plants will not have full core offload space in their spent fuel pools. In 10 years, more than 45 plants could be in this status. Licensees planning to decommission may not be able to so due to shortage of available casks.

to revisit work done because of any changes make to the guidance when it is finalized.
