Dear Mr. Randolph:

From July 14-17,1998, a liquid and gaseous radioactive waste management program inspection

was conducted at your Callaway Plant reactor facility. The enclosed report presents the scope I

and results of that inspection.

In general, our inspection found that the liquid and gaseous radioactive waste management

program was properly implemented.

The inspection identified one violation of NRC requirements. The violation involved the failure to {

survey an area prior to, or at the start of, grinding / needle gun work activities in the containment I

building.

During the exit meeting on July 17,1998, Messrs. R. Affolter and J. Laux of your staff stated it j

was their position that a proper radiological evaluation regarding subject work activities was

performed prior to the start of work. Your staff stated that: (1) in the judgement of the radiation

{

protection staff, it was highly unlikely that the painted area contained fixed radioactive because it

l

was never flooded with radioactive water, and (2) it is your policy, not to paint over i

contamination, and to limit the amount of contaminated areas throughout the power block.

Industry experience has revealed that surface contamination is spread by means other than

flooded radioactive water. The inspector determined, from discussions with radiation protection

supervision, that the paint in the areas in question, was not applied until Refueling Outage 3,

and prior to and after painting, the areas were identified as contaminated. Therefore, the

inspector concluded that the areas in questioned could have contained fixed radioactive material

and may have resulted in an airbome hazard during grinding / needle gun work activities. This

matter is discussed in Section R8 of the enclosed inspection report.

The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances

surrounding this violation are described in detail in the enclosed report. Please note that you are

required to respond to this letter and should follow the instructions specified in the enclosed { l

Notice when preparing your response. The NRC will use your response, in part, to determine ,

whether further enforcement action is necessary to ensure compliance with regulatory

requirements,
