NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/98-07

AND 50-318/98-07 AND NOTICE OF VIOLATION

Dear Mr. Cruse:

This report transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from May 31 to July 18,1998. The enclosed report

presents the results of that inspection. At the conclusion of the inspection, these findings

were discussed with Mr. Katz and others of your staff.

Overall, the NRC has concluded that your facility was operated in a safe manner. During

the perioo, Unit 1 was returned to full power from a refueling outage. The startup was

completed in a well controlled manner with extensive engineering support. Physics testing

verified that core operating parameters were within expected ranges and no significant

problems were identified during the startup and power escalation.

Based on the results of this inspection, the NRC has determined that one violation of

regulatory requirements occurred. This violation is cited in the enclosed Notice of Violation

(Notice) and the circumstances surrounding it are described in detail in the enclosed

inspection report. This violation is of concern because it represents continued poor

- radiological control practices. Notwithstanding, we have concluded that information

regarding the reason for the violation, the corrective actions taken and planned to correct

the violation and to prevent recurrence were adequately addressed during the inspection

period, as discussed in the attached report. Therefore, you are not required to respond to

this violstion unless the description therein does not accurately reflect your corrective

actions or your position. In that case, or if you choose to provide additionalinformation,

you should follow the instructions specified in the enclosed Notice.
