Dear Mr. Wood:
Enclosed is the International Nuclear Event Scale (INES) Event Reporting Form that was disseminated regarding your declaration of sn Alert on June 24, 1998.
The event involved a loss of offsite power, automatic reactor trip, and subsequent reactor cooldown on natural circulation.
The NRC participates in the INES in a limited way, as was communicated to you through Generic Letter 92-09, issued on December 31, 1992. As stated in the Generic Letter, the INES rating is not intended to affect emergency classifications, event reporting to the NRC, or communications with the public.
Because usage of the INES could lead to confusion with the existing four-level emergency response scale used in the United States, the NRC delays ti.e INES rating for at least one week after the event is terminated. The NRC evaluates every event classified as an Alert or higher on the U.S. emergency response scale for its INES applicability. An INES Event Rating Form is then prepared utilizing available documentation pertaining to the event.
Not every Alert (or higher) will necessarily receive an INES classification, as some may l
be rated "out of scale".
In this case, the event was classified as level 1.

O (IF YES, PLEASE ATTACH IT) l SHORT DESCRIPTION OF THE EVENT: On 24 June 1998, with the reactor operating at 99% of rated thermal power, the plant lost offsite power due to seveie weather, including lightning strikes to the electrical switchyard and a tornado that damaged the switchyard and turbine building roof. The reactor automatically shut down as a result of the loss of electrical power and emergency diesel generators (EDGs) provided power to safety equipment. The licensee declared an ALERTemergency classification as a result of the event. The reactor was cooled down at a reduced rate of approximately 5.6C (10*F) per hour due to the unavailability of reactor coolant pumps, which require offsite electrical l
power.
On 25 June 1998, with offsite electrical power still unavailable, the licensee conservatively declared one of the two EDGs inoperable with respect to the plant Technical Specifications after the air temperature in the EDG room slightly exceeded the maximum design temperature. Although the EDG was declared inoperable, it operated normally and continued to supply power to its associated safety equipment until offsite electrical power T/as restored. Due to the reduced reactor cooldown rate, the licensee was unable to comply with the requirements of the Technical Specifications, and reported the deviation to the USNRC. The air temperature in the room continued to fluctuate near the maximum design temperature throughout the event. One source of offsite electrical power was restored to the plant during the evening of 25 June 1998, and the emergency was terminated during the afternoon of 26 June 1998.
JUSTIFICATION OF THE RATING: 'Ihis event was initially rated as level 0/below scale in accordance with Table 11 of the INES Users Manual, e an event with a high initiator frequency and fuh safety function availability. The ratinF was escalated to level I due to the duration of the unavailability of offsite electrical power and the tomado damage to plant structures.
