November 25, 1987 Mr. Thomas E. Murley Director Nuclear Reactor Regulation United States Nuclear Regulatory Commission 1717 H Street, N.W.
Washington, D.C.

Dear Mr. Murley:
Recently, a. petition entitled " Request for Action Under 10 1
C.F.R.
2.206" was filed with your of fice in the matter of Cleveland Electric Illuminating Company, et al. (Perry Nuclear l
Power Plant, Units 1 and 2) Docket No. 50-440 and 50-441.
This l
Petition was filed by a
coalition of concerned-citizen J
organizations in Northeast Ohio who have carefully followed developments concerning the Perry Nuclear Power Plant.
I encourage you to give careful consideration to the requests made in the petition.
From my review of the petition,-
it appears that these citizens have attempted to make constructive, reasoned and useful suggestions for improving the Emergency Information Handbook which is published by Cleveland Electric Illuminating Company.
The citizens have gone beyond mere generalized allegations and have proposed specific measures which should be taken to improve the Handbook.
I believe that a meaningful review by the Commission of these citizens' suggestions could lead to the. beginning of a
constructive dialogue between
Thus, I hope you will show consideration to the efforts of.
the individuals who have spent so much time in preparing the petition which has recently been submitted to you for your decision.
Sincerely yours.
Anthony J.
