What is your name and position?

My name is Joseph Degulis.

I am a physician and Director of the Emergency Department at the Catholic Medical Center in Manchester.

My professional qualifications are set forth in the attached ciriculum vitae.

What is:the purpose of your testimony?

The purpose of my testimony is to address'the Applicants' special needs testimony, dated October 21, 1987, with particular reference to the' planned use of the Catholic Medical Center in Manchester as a receiving hospital for Exeter Hospital patients.

Do you.believe that the Catholic Medical Center can fulfill the task of receiving patients from Exeter Hospital as set forth on pages 6-87 No, I do not believe that CMC presently has staffing available to handle five Class III patients in addition to its present volume of patients.

These would be the patients requiring an intensive level of care.

At the present time, we have, generally speaking, only two empty beds available in the Intensive Care Unit.

We have had to, on several occasions in the recent past, divert to other facilities ambulances bringing Class III patients.

What is the most important limiting factor on the capability of CMC in regard to handling transferred patients from Exeter Hospital?

The most serious problem is staff, both physicians and, particularly, nurses.

At this time, CMC can only handle patients sent us at approximately 80% of available bed space, because of staffing limitations.

We simply do not have the staff to handle an additional five Class III medical patients from Exeter Hospital, as indicated-in the Applicants' testimony.

What about the other classes of patients?

The testimony indicates that we would handle six to ten Class II patients, and I would have grave doubts that we would have adequate staffing for these patients as well.

Staffing limitations may be most acute for medical Class III patients, which require a very intensive level of care, yet there are also constraints for all other classes of patients.

Can you speak about the availability of other hospitals, or nursing homes to handle persons being evacuated from institutions in the EPZ?

I only have personal knowledge of the situation at CMC.

However, I am generally aware that staffing is a regional, and even national, problem.

I do know from my discussions with others in the field that nursing homes tend to be very full, and that CMC like other hospitals, often has to hold patients because of unavailability of nursing home facilities.

I do know that other hospitals, and I believe this would include Concord Hospital, face the same type of staffing problems that we do at CMC.

In your opinion is CMC able to cope with a major disaster?

No.

Unfortunately, to my knowledge, the entire city of Manchester has not organized a major disaster program.

For example, even if there should be a serious plane crash at the Manchester Airport, Manchester medical facilities would be overwhelmed.

I believe that in the event of a larger scale disaster, such as a catastrophic accident at the Seabrook Nuclear Power Plant, facilities available at this hospital, and other medical care facilities in this city would be unequipped to adequately respond with a reasonable level of care.
