I have reconstituted the Atomic Safety and Licensing Appeal Board for this operating license proceeding for the purpose of hearing the interveners' appeal from the Licensing Board's August 20, 1987 memorandum and order denying their petition to require the applicants to demonstrate financial qualification to operate and decommission the Seabrook facility.
