HANFORD SITE OVERVIEW ACTIVITIES FOR PERIOD OF l JULY 20. THROUGH JULY 24,1998 Status of Contract Negotiations:
On 21 July, the TWRS Phase I Project Authorization-to-Proceed report went to Congress. The i
! report fulfi!!s notification requirements of the National Defense Authorization Act initiating the '
l 30-day waiting period for the Secretary of DOE to enter into a defense environmental management privatization contract. The report identifies BNFL as the Phase I contractor, if Congress has no objection, the DOE should sign the contract on or about August 20, allowing.
l BNFL to enter into the design phase. The BNFL target price for a 10 year quantity of treated .
l waste is to be about $6.9B. At the end of the 24-month design phase, DOE will decide whether to proceed with the subsequent construction and operations portions of Phase 1. If BNFL is l 4
l l authorized to proceed beyond the design phase, future work will be under a fixed-price approach. DOE currently forecasts that waste treatment will begin in 2005 or 2006 and will continue for at least 10 years. During that period, DOE expects BNFL to immobilize approximately 10% of the waste volume containing 25% of the radioactive inventory.

! V. Stello's visit to the RU:
i Mr. Stello's impetus to meet with the RU was for the purpose of discussing the Co-located Worker Commission Paper and for providing his input to the response. The RU 's initial plan !
was to get this out by July 31, but it now appears that a one or two month delay will occur. 9 l
l Status of RU's review of the revised SRD and ISMP:
While the RU's initial evaluation of the submittats has been found to be acceptable, there are a )
number of issues that will need to be further addressed by BNFL. Most of these issues have l been characterized by the RU as addressable. I Uocomina Meetings: {
July 29 RU to meet with BNFL to discuss issues associated with SRD and ISMP.
August 3 DNFSB will be onsite during this week.

August 13 Topical meeting protocol with BNFL (8 a.m. est.).
August 18 There will be an all-day meeting with BNFL. The meeting will be professionally facilitated and will be open to the public. The purpose of the meeting will be to openly discuss difficulties between BNFL and the RU in communicating and dealing with issues.
August 25-26 Transition issues wrap-up with contractors.
l August 26-27 NRC to travel to Richland to discuss transition issues (afternoon of 26th cnd all day on 27).
