( PRELIMINARY NOTIFICATION - NOT FOR PUBLIC DISCLOSURE October 31, 1975 PRELIMINARY NOTICE OF INSPECTION AND ENFORCEMENT ACTION ----PN-75-116 Facility : Licensees for operating nuclear power plants

Subject:

ADDITIONAL IE BULLETIN RELATIVE TO CABLE FIRE AT BROWNS FERRY NUCLAR POWER STATION

. ., ..The Office,of Inspection and Enforcement has issued IE Bulletin 75-04B. A copy of this Bulletin is' attached. This Bulletin requests the results of fire protection inspections performed by cther groups than the NRC at licensed operating power plants. The Bulletin also requests a description of actions taken by NRC power reactor licensees as a result of such inspections.

The information requested in this Bulletin is considered important l in the continuing review of the consequences of the Browns Ferry fire '

and a determination of appropriate actions to be taken.

This Bulletin was necessitated, in part, by the refusal of NNLPIA =

to provide directly to IE the results of inspections performed by that organization of operating powe'r plants. In a New York Times

(

article of September 22, 1975, a representative of NELPIA is quoted as stating that five operating power plants were not in " substantial compliance" with recommended fire protection standards as a result of inspections performed by NELPIA.
