This memorandum is to inform you that all Commissioners have concurred in your proposal to

einpower the staff to grant enforcement discretion in cases involving severe weather, based on the determination that safety will not be impacted unacceptably by exercising this discretion.
The attached SRM provides staff direction on this issue.
This completes action on COMEXM-98~004.

SUBJECT:
STAFF REQUIREMENTS - COMEXM-98-004 - POLICY FOR GRANTING ENFORCEMENT CISCRETION AS A RESULT OF NATURAL EVENTS The Commission has approved a change in the policy to allow the staff to grant enforcement discretion in cases invo!ving severe weather without consultation with the Commission, based on the determination that safety will not be impacted unacceptably by exercising this discretion, The staff should expeditiously inform the Commission whenever enforcement discretion in such a severe weather condition has been issued.
