DURING TESTING I
The licensee reported that at approximately 11:30 p.m. on } fay 20, 1975 during testing of a single safety / relief valve it stuck in the open s
._ position. The plant was operating at full power (1035 psi operating

pressure). The reactor's cooldown nate was about 200 degrees F/ hour and the Technical Specification limit of 100 degrees F/ hour was

exceeded. The~ valve rescated at 160 psi and the plant was manually shutdown in accordance with the licensee's procedures. The failure 1
and consequences of this event are being investigated by the licensee.
Media interest is expected because of news attention being given to j
Millstone Point 1.
The State of Connecticut is being kept informed.
