Reference:

Letter from J. A. Zwolinski to S. A. WhiteLdated' August 27, 1987, l.

" Safety Evaluation for the Detailed Control Room Design Review (DCRDR) (TAC 51203, 51204)"

l

.The NRC safety evaluation of the DCRDR required TVA to submit additional information concerning DCRDR-related modifications and schedule commitments. lists the individual human engineering deficiencies;(HEDs). In question and.the DCRDR actions for them.

.J l

1 l is the revised schedule for modification implementation.. The-schedule shows panels being worked as.a group.

This grouping pulls forward and corrects the lower category 2 and 3 HEDs for these panels.in accordance-with the commitment made to correct lower prior.ity HEDs during refueling cycles 4 and.5.

l I

An area needing clarification is section 2.7 of the safety evaluation report, l

which indicates that TVA will verify proposed design' modifications.by a formal review and approval. process equivalent to the assessment and categorization methodology'.

As stated in section 2.7 of the technical evaluation report','TVA has already done this and does not intend to repeat the process, i

i If you have any questions, please telephone M. R. Harding at (615) 870-642'2.

i ENCLOSURE 1 Listed below are the. human engineering deficiencies.(HEDs) in question and'the detailed control room design review (DCRDR) actions for them.

HED 0379'

' Absent main steam line radiation monitors are needed.

-E This is a Regulatory Guide 1.97 item to be installed on panel.M4 during cycle 4 refueling outage.

DCRDR is coordinating this' effort to accomplish installation during cycle 4 rework of panel-M4 (see enclosure 2 schedule).

HED 1098 Control room emergency lighting levels are below the recommended 1

HED.1099 level, and. normal lighting. levels on 1-M-9 and'l-M-10 do not meet rinimum (20 foot-candle) lighting requirements.

The attached schedule shows-lighting-related problems being corrected by unit 2 refueling cycle 4' completion.

HED 3015 There are many alarms that require the operator to send for 1'

information from outside the control room.for determining required corrective action.

NRC requested the study for the annunciator system to be prioritized to verify that no category 1 HEDs exist within this-problem.

Consistent.with the. original schedule submittal to the NRC,-all category 1 HEDs will be corrected by completion of-refueling cycle 4 outage.

Studies have been prioritized to identify category 1 HEDs in sufficient time to correct them before refueling cycle 4 completion.

SCHEDULE TVA committed to correct lower priority category.2 and 3 HEDs during refueling outages 4 and 5.

TVA also committed to submit a revised schedule for modification implementation to NRC reflecting this commitment after it had been approved by management.
