Dear Mr. Murley:
l At the time the construction' completion work schedule was established for Braidwood Unit 2, Commonwealth Edison Company had. intended to complete the associated Pre-operational Test Program, described in Reference (a), prior to fuel load at thatifacility. However, despite our good faith effort to realize that intention, it has become apparent that the j'
completion of the review and evaluation of five pre-operational tests, and the completion and review of a few required retests, of completed tests, are needed to be deferred beyond fuel loading (Mode 6).
The purpose of this 4
letter is to provide a description of these items and to request schedular l
relief for their completion.
l The need for a deferral has resulted from a variety of reasons.
These include design change improvements suggested by operating experience at Byron and Braidwood, and delays in the delivery and subsequent installation of equipment. Attachment A identifies and describes the' preoperational tests where:
(1) testing has been completed, but the project engineering test result review and approval has not been completed; and (2)

initial testing has been completed, however retesting is required to be

l As shown in Attachment A,' the requested deferrals are of. limited i
duration and the associated test evaluations and retesting will'be completed before the facility enters the appliable mode of operation in which the affected equipment is. required. At the time of fuel loading all initial l
tests and completed retests will have been reviewed by.the Test Review Board (TRB).

. The deferral of these selected activities, to allow completion concurrent with fuel loading and precritical testing activities, presents no safety significant issues.
This is because the reactor will never become critical during either the fuel loading process or the precritical testing sequence, and no fission source term will be generated. Our review of this testing has shown that there is no impact on the safety of plant operations or the safety of the public. This determination is based on the requirements of the facility Technical Specification [ Reference (b)] and, l
where Technical Specifications have no specific requirements, prudent j
engineering judgement. As shown in Attachment A, the applicable mode of operation will dictate the completion of the associated test.
For the above reasons we believe that schedular relief is acceptable for the items listed in Attachment A.
As such, this request is being submitted for NRC review and acceptance.
