The purpose of this letter is to submit Revision 18 of Waterford 3's Physical Security Plan (PSP) and to provide an update to the temporary Addenc'um 'A'.
Therefore, in accordance with 10CFR50.54(p), Entergy Operations, Inc. hereby submits the original and three copies of Revision 18 to the Waterford 3 Physical System Plan. A description of the changes to the plan is attached. The changes do not constitute a decrease in the safeguards effectiveness of the plan.
Addendum 'A' documents temporary adjustments to the PSP that are necessary to allow installation of and transfer to the new security computer system. Documented in the addendum is the sequence for installation of various Multiplexer. The sequence was provided for information only and has no effect on maintaining the effectiveness of the security plan. However, based primarily on the possible impact of severe weather conditions on installing the Multiplexer during the current hurricane season, it is anticipated that installation of the Multiplexer will vary from the prescribed sequence as stated in Addendum 'A'. This possible change does not impact the Security Plan, but more accurately describes the work schedule for installing the new security computer and its associated peripherals.

Ewing, being duly sworn, hereby deposes and says that he is Director Nuclear Safety & Regulatory Affairs - Waterford 3 of Entergy Operations, incorporated; that he is duly authorized to sign and file with the Nuclear Regulatory Commission the attached Physical Security Plan, Revision 18; that he is familiar with the content thereof; and that the matters set forth therein are true and correct to the best of his knowledge, information and belief.
In addition, this affidavit is submitted according to the provisions of 10CFR2.790 which allows for the proprietary treatment of the attached document. Entergy Operations, Inc. requests that the entire content of the attached Physical Security Plan be withheld from public disclosure, pursuant to the provisions of paragraph (b)(4) of 10CFR2.790, subject to Commission Approval. This document was reviewed in accordance with applicable regulations, and describes Waterford 3 plant security practices which are considered to be information customarily held in confidence by Entergy Operations, Inc. and is being submitted to the Commission in a
