AMENDMENT TO FACILITY OPERATING LICENSE f
Amendment No. 32 License No. R-28 1.
The Nuclear Regulatory Commission (the Commission) has found that:

The application for amendment filed by the University of Michigan l
i (thelicensee),datedJuly 15, 1986 and amended on October 13,.1986, l
complies with the standards and requirements of the Atomic Energy j
Act of 1954, as amended (the Act), and the Commission's regulations as set forth in 10 CFR Chapter I;
[
1 B.
The facility will operate in conformity with the application, g_
the provisions of the Act, and the regulations of'the Commission; C.
There is reasonable assurance:
(1) that the activities authorized by this amendment can be conducted without endangering the health j
l and safety of the public, and (ii) that such activities will. be j
conducted in compliance with the Commission's_ regulations set forth in 10'CFR Chapter I; 7
D.
The issuance of this amendment will not.be inimical to 'the common j
defense and security or to the health and safety of the public;'

The issuance of this amendment is in accordance with 10 CFR Part 511 of the Commission's regulations and all applicable requirements have

been. satisfied; and 1

Publication of notice of this amendment is not required since it does j
not involve a significant hazards consideration nor amendment of a

license of the type described in 10 CFR Section 2.106(a)(2).

. Accordingly, Facility Operating (3) to read as follows:

revising license condition 2.C.
(3) Physical Security Plan The licensee shall fully implement and maintain in effect' all provisions of the approved physical security plan, including changes-and amendments made pursuant to 10 CFR 50.90. The approved physical security plan, which was submitted by letter dated October 13, 1986, consists of a document which is withheld from public disclosure pursuant to 10 CFR 2.790(d), entitled,
" Security Plan, Ford Nuclear Reactor" dated May 27, 1986.

This license amendment is effective as of the date of issuance.
