Braidwood Station, dated July, 1987 i
j
Dear Mr. Murley:
l The purpose of this letter is to provide you with Braidwood
)
l Station's plans for accomplishing the initial'18 month maintenance and 1
surveillance activities for the 2A Diesel Generator,'as required by
]
reference (a), Section 4.8.1.1.2.f.
)
i Due to the requirement of Technical Specification 3.8'.l.3 the 2A Diesel Generator must be maintained in an available status to support Unit 1 operation. Under this circumstance, the opportunity to accomplish the above l
surveillance has not been available without-impacting the power ascension program of Unit 1.
However, this surveillance must be performed for Unit 2 prior to proceeding above Mode 5.
i Upon issuance of the low power license for Braidwood Unit 2, the current availability requirements for the 2A Diesel Generator Units'will lapse and the more restrictive requirements of Technical Specifications 3.8.1.1 and 3.8.1.2 will come into effect. These require that one Diesel Generator be operable in Modes 5 and 6, and both Diesel Generators be i
operable in Modes 1 through 4 for each Unit.
i i
Unit 1 is scheduled to begin a. surveillance outage in Mid-December of this year, which will result in that' unit being placed in Mode'5. While Unit 1 is in Modes 5 or 6, it is not required by the Technical
)
Specifications to maintain the 2A Diesel Generator in an operable status to l
support Unit 1 operation. At that time,.with both Units 1 and 2 in'a status l
below Mode 4, the opportunity to accomplish the required surveillance.on the 2A Diesel Generator will be'available..As such, prior.to Unit 2' entering j
Mode 4, the required surveillance for the'2A' Diesel Generator can be j
L performed and' completed.

r T.E. Murley November 23, 1987 In order to not adversely impact the power ascension program for' Unit 1, Commonwealth Edison proposes to receive a low power license for Unit 2, without the 18 month surveillance being completed for the 2A Diesel-Generator. As presented above, the surveillance can be and will be completed prior to Unit 2 entering Mode 4, in compliance with the existing Technical Specification. Also, the 2B Diesel Generator surveillance has been completed so compliance with the appropriate provisions of Technical Specification 3.8.1.2 can be assured during Unit 2 fuel loading activities.
The provisions of Technical Specifications 3.8.1.1 and 3.8.1.2 will be followed and will govern the operability of the Diesel. Generators and Units 1 and 2.
This is being submitted for NRC review and acceptance. Please address any questions concerning this matter to this office.
Very truly yours, S. C. Hunsader Nuclear Licensing Administrator i
